explanation Usually they function as a little mitochondria organisation, inside the larger organisation, making sure that the larger organisation can work, while they themselves have their own structure and way of arranging things, wrt all things technical

explanation @ShadowJonathan Yes, but also, that's kinda a natural outcome of the concept of a department.
Some are gonna be more idiosyncratic than others, but they're all generally their own sub-organisation.
Though "deep state" generally implies not just a form of independent operation, but also a degree of control over the larger organisation, while also being removed from scrutiny.
Which is to say HR is the real deep state.
